Controversial Martins Ugwu, who has been working since 2006 in the Ministry of Health using the name Dr. George Davidson Daniel, was offered a job one week after submitting an application for employment.
The Federal Government has however ordered the departments of Finance and Accounts and Human Resources to do a thorough computation of what he has earned for nine years with a view to ensuring that he returns the money.
“The Ministry is currently computing all salaries and allowances which accrued to Ugwu during his mischievous sojourn in the ministry, for full retrieval by the relevant law enforcement agencies,” the Permanent Secretary in the Ministry of Health, Mr. Linus Awute, stated on Wednesday.
The government has also uncovered that since his assumption of duties in the FMoH, Ugwu has passed only one promotion examination in 2013, which placed him on Grade Level 13 from Grade Level 12.
Ugwu was due to be promoted as Assistant Director in Nigerian Centre for Disease Control, a parastatal of the Federal Ministry of Health, before he was exposed.
Awute stated these in Abuja where the owner of the certificate and the real Dr. George Davidson Daniel, called on security agencies to provide him with adequate security because he no longer felt safe.
According to him, government felt the need to expose the activities of the fake doctor for posterity.
He also expressed feelings that Ugwu had collaborators in the ministry, adding that based on this fact, “We have sent another petition to the police to interview him with a view to naming his sponsors.”
The permanent secretary explained that it was necessary to place on record that the ministry did not employ any of its staff members directly, but through the Federal Civil Service Commission, which has the statutory powers to do so.
He added that the FCSC therefore redeployed such employed civil servant to any MDA according to their discipline and relevance.
Awute said, “Mr. Martins Ugwu Okpe, who hails from Ogbadibo LGA of Benue State, got himself employed fraudulently, using the stolen documents of his childhood friend and best man, Dr. George Davidson Daniel, who has offered to appear in this press briefing to clear his name. Martins Ugwu was offered appointment by the FCSC on August 30, 2006, and was posted to the Federal Ministry of Health in September same year.
“The surprising thing about Ugwu’s appointment is that he applied for the job on October 10, 2006. He was subsequently offered the job on October 17, 2006 and he applied for an identity card on the 19 of the same month. By October 20, 2006, he was already applying for allowances, to which he was not entitled to, according to the new federal civil service rules.”
According to him, Ugwu presented a fake address on his civil service application and presented his true name ‘Mr. Martins Ugwu’ as that of his next of kin.
Awute said the actions of Ugwu had clearly exposed him as a person with criminal intent to destabilise the ministry.
“Ugwu assumed duties in November 2006 in the ministry, where he worked in the Departments of Hospital Services and Health Planning Research and Statistics. Martins Ugwu, under the name of Dr. George Davidson Daniels, since his assumption of duties in the FMoH, has passed only one promotion examination in 2013, which placed him on GL 13 from GL 12. This was the sign of his incompetence as his mates are currently of GL 14 and above,” he stated.
Awute alerted the nation and development partners and NGOs working in partnership with the health ministry not to have any business or dealings with Ugwu in respect of the ministry.
